	The directory is not very much distribute-specific.  People can
	put non-distribute-managed mailing list membership files into
	the directory.
	So, I wonder if people are happy with one of the following:
		${PREFIX}/mail-list/
		${PREFIX}/etc/mail-list/
		${PREFIX}/share/mail-list/ (?)

	usually, 3 files for a mailing list. (member list, sequence number
	file, and configuration file)
