Firstly, make sure you have the relevant cgi-bin sections in httpd.conf uncommented, particularly the ScriptAlias directive and it's associated <Directory ..> directive. These should be included in the default httpd.conf file. Put your perl scripts in the <..>/apache/cgi-bin/ directory, make sure they are executable by the user you have configured Apache to run as.
