I just see that there was a crucial piece of information missing in the
original report:

Scenario (continued):
- "cd /usr/tmp/ports/devel/rust-cbindgen/work/cbindgen-0.20.0"
- "cargo build --release -j 1" <=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=
=3D this is the missing piece of
information

To be even more precise, I first started the build using just "cargo build
--release", and then when it hung, continued with "-j 1".

For this latter issue, see bug #254694. When I submitted that one I did not=
 yet
know that I could work around the problem by disabling parallel building.
