The download failure is not directly related to your $HOME directory.

See bug #258232, comment #24. The successful download is a strong indication
that the temporary file location is on the same filesystem as the target
download location. Starting with v92 Chromium fails to notice if the downlo=
ad
and target location use different filesystems. Now the question is how to f=
ind
the the broken place in the Chromium sources...
