Login classes are defined in login.conf(5), which is a termcap(5) style database of user attributes, accounting, resource, and environment settings. But perhaps a cross-reference to login.conf(5) might be in order; xref'ing cap_mkdb doesn't really make sense, since it's used to any number of such databases.
