First, you need to be sure your configuration files for Apache are properly done and that the cgi-bin directory is enabled for access and execution. See http://www.apache.org for instructions. Second, you need to be sure the permissions are set to 775 on the cgi-bin directory and the perl scripts. These are server-related questions, rather than FreeBSD-related, and so I suggest that you join the HTML Writers' Guild (which is free), and subscribe to their 'servers' list. There are many readers (including myself) who will be glad to coach you. Check out http://www.hwg.org. If I had my browser set up for it, I might even try it in Russian, though your English is certainly better than my Russian! Also, my reading of these lists indicates that there are a number of Russians and Ukrainians using FreeBSD and Apache to create webservers.
