They had pushed 11.0 to the ftp servers and people had already installed it even though it had not officially been released yet. RELENG gets the security patches (the p9) RELEASE does not, they're just a point in time tag for the state the repo was when they were making the ISOs and install bits. Jeremy Faulkner
