I believe, Phoenix is based on Mozilla 1.3a at the last time I looked at Phoenix's FAQ. But, if you are using e-mail client or other heavier features that came in Mozilla, then Phoenix isn't answer. ;-) I use Opera at the most of time, I do use Phoenix once a while.
