Hmm, that's a thought.  Something I have tried that seems to have
quieted it up for rsh is that I added the line:

rshd    auth    required        pam_permit.so

following the pre-existing rshd line.  This appears to have eliminated
the log entries.  I'm not at all sure what the possible side-effects
are.  I don't have a copy of the Linux documentation that the pam.8 man
page refers to... :-(
