I have been able to get DHCP in bhyve working fine. Perhaps your Netgear 
router is filtering bridged requests.

Can you look into say a pfSense/OPNsense box as your border router, and 
turn your Netgear into an AP?

Can you try a static IP in the same subnet as your DHCP?
