Synopsis: [patch] change characterization of ports that require source to build from BROKEN to IGNORE

Responsible-Changed-From-To: freebsd-ports-bugs->portmgr
Responsible-Changed-By: linimon
Responsible-Changed-When: Thu Jan 8 11:56:32 PST 2004
Responsible-Changed-Why:
Since this PR kind of touches on "philosophy" of how the ports
framework should work, assign it to portmgr to gather feedback.
I'm willing to do the legwork for the commit itself if it turns
out not to be controversial.
