I instrumented the csa code a little and found the first allocation for IO_SIZE (4096 bytes) succeeds. The second allocation for MEM_SIZE (1048576 bytes) fails. I couldn't tell why bus_alloc_resource was returning NULL because it was pretty obscured with the indirect function call inside BUS_ALLOC_RESOURCE. If someone can tell me which function this is, I should be able to look into it more. The processor is an Intel Celeron with 64MB of memory.
