Create a dir for OCSP stapling data

The attached patch:
- creates /var/lib/hitch/ for storing OCSP stapling data (with appropriate
ownership)
- adds ocsp-dir=3D/var/lib/hitch to hitch.conf.sample -- but commented out

I'm not certain if you want to enable ocsp for everybody, or leave it comme=
nted
out, or not use the patch at all.  (I don't know enough about hitch / tls /
OCSP to judge whether it would be good to run this "out of the box".)
