I'm not running fvwm95 anymore but I seem to recall that the
startup file was

	.fvwm2rc95

not .fvwm95rc

Try renaming your rc file and see if that helps.

In your kernel config file (/sys/i386/conf/MYKERNEL) add

options         SYSVSHM
options         SYSVSEM
options         SYSVMSG
