Except that having most people carrying arms, you're raising the bar for
criminals because those who really want to commit crimes will be expecting to
be met with arms and will behave with that in mind.

They won't hesit to fire first and you end up with more people shot. That's
not a solution. 

I think that the US way of thinking is far too utopian.
