Actually this isn't supposed to be necessary anymore, XFree86 from version 3.3.3 onwards creates the "fonts/local" directory and we only required it in the ports tree while there were many people running old X distributions. It was my mistake (forgetting to add it to BSD.x11.dist) that caused the package build machine to fail. Since it is now in BSD.x11.dist, you don't have to create fonts/local anymore.
