You need to mount the filesystems by hand, try:

mount -a

This should mount /usr (and all the other filesystems from your /etc/fstab) -
this in turn, should let you load 'vi' (or some other editor) to edit the file
(as well as have the side effect of making your / filesystem read-write (if
not, try "mount -u /" to remount '/' as read/write)
