Log:
  Cleanup a few things in emulators/qemu-cheri.  No functional change.
  
  - Remove unused pkg-plist and PLIST=/dev/null setting to ignore it.
  - Remove unused QEMU_SYSTEM_CHERI variable.
  - Synchronize USES with emulators/qemu a bit.
