The problem is two-fold. You're not reading the error message and the
notification of this never made it into UPDATING.

Add these two users to your master.passwd:
smmsp:*:25:25::0:0:Sendmail Submission User:/var/spool/clientmqueue:/sbin/n=
ologin
mailnull:*:26:26::0:0:Sendmail Default User:/var/spool/mqueue:/sbin/nologin

Add these two groups to /etc/group:
smmsp:*:25:
mailnull:*:26:

When you got around to mergemastering after you build world you'd see
these changes but that doesnt help when the build depends on them :)
