This was left out of the MFC a while back. It was just committed to -CURRENT as /etc/primes, however it should be moving to /etc/ssh/primes if green reads his mail :-) You can just grab a copy of that and put it in /etc/ssh on your RELENG_4 machine and it'll make ssh happy and shut it up.
