I can confirm this. I saved a copy of kdelib's +REQUIRED_BY,
pkg_delete -f kdelib, and installed a new version of kdelib and restored
the +REQUIRED_BY. The portupgrade of kdebase went fine in this case. I
suspect that a portrevision bump of kdelib was required sometime since
my installation of it on Jul 5.
