Well, but /stand/sysinstall isn't that great to install a complete
system onto a second disk.  It does a lot of special-casing when it's
being run as PID 1.

However, Darren, /stand/sysinstall doesn't do anything overly magic.
You might even be able to use its disk editor in standalone mode now,
if you don't prefer the spartanic disklabel(8) user interface.  The
distributions itself are simple split .tar.gz files.  Most if not all
of the post-installation configuration goes in the new /etc/sysconfig
file.
