No, src/contrib/ipfilter/netinet is supposed to be there (even if it
is empty). What does,

  $ cat /usr/src/sys/modules/ipfilter/Makefile

Say?

This error is usually from the recent movement of some IPFilter files
around the source tree. IPFilter should all live above
src/contrib/ipfilter and not in src/sys/netinet.
