This is true, and it doesn't look like it will be fixed any time soon given
that gdm 2.22 will be a rewrite.  However, there is a very easy workaround.
Add the following to ~/.profile:

GDM_LANG=de_DE.ISO8859-15 ; export GDM_LANG

That will set your locale accordingly when you login through GDM.
