Is it possible to define the minimal bandwidth for user with a commands
such as
ipfw pipe ...
ipfw queue ...
For example, total bandwidth = 256Kb/sec. User always can use minimum
128Kb/sec, but it posssible for him to use maximun 256Kb/sec. If this user
use less then 128Kb/sec, other users can use more then 128Kb/sec. Thats
why the channel always totaly in use.
