Well, let them get assigned to ircd. Those are not the "standard" ports. Port 194 has been assigned for IRC by the IANA. Port 6667 (among others) is widely used because it's not a priviledged port, so you don't have to be root to run a server. I don't think this should be reflected in /etc/services. Just my two cents.
