Umm ... I didn't call anyone dumb, stupid, or any other names. It's been
the common practice for major version upgrades since day 1. The whole
reason we bump the major number is so that we can make changes that are
incompatible with the previous major version.

I have nothing to do with the release notes, you should talk to hrs@ if
you find them deficient. OTOH, some things are so fundamental that I can
see how it wouldn't occur to him to include the detailed procedure in
the release notes.

Meanwhile, one could argue that this topic should be mentioned in more
detail in the handbook. Feel free to create a PR for this and if no one
else gets to it, I will.
