No policy that I know of. Since it's a volunteer effort, it's set up
to accept contributions of work, not suggestions for work.

You need to find someone to do the port. Asking on ports is a good
place. Asking here isn't unreasonable. Since it's a KDE port, you
might check other ports of KDE tools - especially things similar to
what you've got in mind - via "make -V MAINTAINER" - and see if
there's one person who stands out, then contact them directly.
