Sure enough, that was it!  It works now.  :-)

I mistakenly believed, since I wasn't running sshd from inetd.conf, that it
wasn't being wrapped, so I had commented out the line in hosts.allow, meaning
the eventual "ALL : ALL: deny" line applied to it.
