Unless I'm really off here, the answer might be right there... you say that 
your "/usr/src/UPDATING" file hasn't been updated, yet you're default 
prefix is /usr/src/ncvs.

Have you looked for a /usr/src/ncvs/UPDATING file?  I'm thinking that might 
be where it's hiding.
