Well, it's a John Brunner story from eons ago (1968).  Occasionally
hailed to be on the forefront of cyber-age gone awry, mega-computers
and things-not-quite-right...  Long before Gibson.  Zanzibar is a small
island of the E coast of Africa that gained its independence in 1963.
