I didn't see anyone else mention this, but kdm works differently than one would expect. It doesn't use the global Xsession file (at least not in KDE 3.0). Configure kdm directly (using kcontrol), and add "xfce" to the session types. This should work. If not, you can look at kdm's Xsession at /usr/local/share/config/kdm/Xsession.
