So my guess is Jordan Hubbard first created it. For the most part I don't think one person maintains ports itself as such. Those who -are- in charge of maintaining it are portmgr: Satoshi Asami, Kris Kennaway, Maxim Sobolev, Steve Price, Will Andrews, Akinori MUSHA, Mario Sergio Fujikawa Ferreira, Joe Marcus Clarke The ports themselves also have a seperate maintainer who maintains that specific port (I maintain one such port). Often times a port is not really maintained by anyone, so it is labeled as maintained by ports@.
