Subversion doesn't handle merges well if the affected files or directories are named differently. As merges in subdirectories are not allowed by pre-commit hook (to avoid svn:mergeinfo mess) MFHs would require "svn mv" before and after which would have to be done manually i.e., not handled by Tools/scripts/mfh.
