I think that that pin doesen't actually turn off the APC UPS but instead turns off the outlets on the APC UPS. The idea (which is a good one BTW) is that once the PC has shut down you want to turn it off so that the UPS batteries are preserved. Then when mains power comes back on the UPS turns the outlets back on and the PC restarts.
