I installed a new ISDN Komfortanlage XI521 in my office.
It can be programmed via USB and in the manual it is said that
it can also be programmed from Deutsche Telekom remotely.

If I understand that correctly this would work over the D-Channel.

Does anyone know what protocol this is and if D-Channel communication
is possible at no charge?

I'm wondering if something like a D-Channel server could be made that
connects stdio to the D-Channel. I only have a vague idea of it.
