Somewhere in the handbook you have:

  <label id="filename:foo">

and somewhere else in the handbook you have:

  <ref id="filename:foo" name="Foo">

In the html output, "Foo" is a link to wherever the label was
defined.

I'd sort of be inclined to put this directly in hw.sgml for the
time being and split it out later if (when) it becomes necessary.

Also, sometime in May, look for <drum roll> table support for the
handbook.
