I don't see your MRTG entry, but is it possible that you are not calling mrtg using a full pathname? If you look at the top of the crontab file, you'll see an entry which says "PATH=...". If you are not calling the file using the full pathname of /usr/local/bin/mrtg, then cron is unable to locate the executable.
