So it turns out this is no longer true.  The ports tree bumped 
PGSQL_DEFAULT to 9.3:

I guess I just caught the repo in an inconsistent state.  Since 
switching from 9.2 to 9.3 is non-trivial, I'll just lock php5-pgsql as 
well and manage it locally.
