I think you want to move these two lines to ppp.linkup.
delete ALL 
add 0 0 HISADDR

Here's my ppp.conf (which is setup to support -auto and two ISPs and
PAP/CHAP)

Unix systems measure "uptime" in years, Winblows measures it in minutes.
