Could you please do this the other way around:
.if defined(NO_HISTORY)
CFLAGS+=-DNO_HISTORY
.else
DPADD+= ${LIBL} ${LIBEDIT} ${LIBTERMCAP}
LDADD+= -ll -ledit -ltermcap
.endif

I think double negations don't add in readbility.
