I don't know why anyone would develop it without the backend servers functioning, as it is pretty useless without them. The backend is closed source, proprietary, and discontinued and I doubt it will make a return. The technology has changed hands a few times, and the service has been discontinued. As far as I can see, only audio/amarok-kde4 and audio/audio/xmms2 depend on libofa and the functionality can easily be disabled in both ports. The library itself doesn't contact the dead servers so there is no real harm in it.
