Hi Scott, It works fine. My best guess would be that you're testing with a client that doesn't use SMTP, running it on the box you're testing. As a result it just starts it's own copy of sendmail to do delivery, which doesn't get your options. Try using a client that sends using SMTP (such as Netscape) and you should see that it leaves things in your mailscanner directory. And since SMTP is also used for MTA to MTA delivery, the same should happen for all your Internet mail (if that's your goal) once the new server goes into production.
