gmake will not work with the Makefiles in the ports.

Have you set X11BASE in your /etc/make.conf? What is in your
make.conf? What does your 'config.log' show from line 4544 on? What is
the command line you are using?
I just did,
# cd /usr/ports/x11-toolkits/gtk12
# make
And it built fine on my system.
