Another fix would be to have the idle thread call poll_idle() like it did in 4.x. The comment for P_NOLOAD says /* Ignore during load avg calculations. */ Looking at the threads that set P_NOLOAD, all of them are appear to do minimal work. Both idle_poll() and vm_page_zero_idle() used to be called by the idle process. Mapping them back to the idle process seems reasonable to me.
