	no it does not imply that at all.

	rather some sites chose not to rebuild aliases automatically.
	automatic rebuilds slow sendmail down a little, auto rebuilds
	of large aliases files can slow things down noticeably.

	any time you change the sendmail.cf file, you must notify the
	sendmail daemon.  you can notify sendmail by sending a HUP,
	if and only if sendmail was started with a fully quantified 
	pathname (/usr/bin/sendmail not just sendmail).

	if it was started as "sendmail" (without the full pathname)
	you must kill the daemon first. then start it again.
