Open that node to find a [Sound Server] node. Select that node, uncheck the box marked "Start aRts soundserver on KDE startup". Click "Apply", and you'll get a message warning you that stopping the soundserver could confuse currently running processes or crash them. Click OK, and restart X and KDE just in case. Unfortunately, artsd is *extremely* ill-behaved with regards to allowing non-KDE apps to access the sound devices. I first encountered this problem while using SuSE Linux six months ago, and was ready to replace the sound card when I noticed that killing artsd solved the problem.
