Remember, most of the United States Constitution is written in a very vague way. This is why there have only been 27 ammendments made in 200+ years. Of course this leads to the classic arguement, "this is not what the Framers had in mind." Of course, I am not a mind reader today and I certainly wasn't 215 years ago. All I know is what they wrote down.
