It isn't in the 950928 snapshot /etc/rc* files (don't know about more recent snapshots), but check the sysctl(8) man page. You can raise the securelevel via that utility. BTW, I think XFree86 will cease to work with securelevel of 0 or higher, since that disables access to /dev/mem which it apparently needs.
