There are no APIs for chip-level access in Wine, no hardware drivers. There is some support for newer version of that uGuru junk in Linux, but older versions are undocumented by Abit, aka they avtively refused to support OpenSource(*), even when it comes to temperature readings. What board do you have? You can in most cases control the clock chips anyway, Abit sometimes puts stuff into their uGuru utility that doesn't have anything to do with their uGuru toy chip.
